MOGADISHU, Somalia (Horn Post) — The Somalian Future Council has proposed the establishment of an interim national council to oversee Somalia’s constitutional and electoral transition, while urging international partners to condition future security assistance on the achievement of an inclusive political settlement.
In an open letter dated July 27, 2026, addressed to the heads of state, defense ministers, and military chiefs of countries contributing troops and police to the African Union Support and Stabilization Mission in Somalia (AUSSOM), the council warned that Somalia has entered a critical political period following the expiration of key constitutional mandates.
The letter argues that Somalia’s current political crisis, marked by disputes between the Federal Government and several Federal Member States, threatens national cohesion and undermines efforts to combat al-Shabab and ISIS-linked militants.
The council called for a Somali-owned political dialogue involving the Federal Government, Federal Member States, political leaders, and civil society to negotiate a comprehensive national agreement on governance and the country’s constitutional future.
As part of its recommendations, the Somalian Future Council proposed creating a temporary transitional council responsible for supervising constitutional reforms and managing the electoral process until legitimate national institutions are peacefully renewed.
The group also urged AUSSOM troop-contributing countries and international partners to ensure that continued political and security engagement is tied to an inclusive political settlement, arguing that lasting security cannot be achieved without a legitimate and broadly accepted political framework.
According to the letter, military operations alone cannot stabilize Somalia if political disputes remain unresolved.
The council said restoring consensus, safeguarding the neutrality of state institutions, and implementing a credible constitutional transition are essential for achieving sustainable peace and strengthening the country’s fight against terrorism.
Copies of the letter were sent to the African Union Commission, the African Union Peace and Security Council, IGAD, the United Nations Transition Mission in Somalia (UNTMIS), and diplomatic missions representing the United States, United Kingdom, European Union, and Türkiye in Somalia.
