HARGEISA (HornPost) — Somaliland President Abdirahman Mohamed Abdullahi Irro chaired the 80th meeting of the Council of Ministers at the Presidential Palace, alongside Vice President Mohamed Ali Aw Abdi.
The meeting reviewed national security, economic development, operations at Berbera Port, livestock trade and proposed legislation governing the national Custodial Corps.
Ministers also discussed findings from a livestock trade exhibition held in Borama and a government study on the hygiene and safety standards of slaughterhouses.
Government Reports Stable Security Situation
Minister of Interior and National Security Abdalle Mohamed Arab briefed the Cabinet on the country’s security situation.
He described security across Somaliland as stable. He also said authorities had not reported major security disturbances or unrest in the country’s regions.
However, the minister highlighted everyday crimes and road accidents as continuing public safety concerns.
He told ministers that road accidents remained a major cause of deaths in the country. His report placed particular emphasis on the need to address these incidents alongside routine crime.
Government Reviews Berbera Port Operations
Finance and Economic Development Minister Abdullahi Hassan Adan updated the Cabinet on his recent working visit to Berbera Port.
The visit aimed to improve port operations, strengthen service delivery and address challenges affecting its activities.
The minister said he and senior ministry officials had conducted inspections and consultations with key stakeholders. These included the Somaliland Ports Authority, DP World, the Somaliland Chamber of Commerce and Industry, port workers and business representatives.
The discussions focused on the smooth movement of goods, operational efficiency and issues affecting businesses that depend on the port.
Following the consultations, stakeholders reached several decisions aimed at improving services and resolving operational challenges.
The minister also informed the Cabinet that a joint technical committee had been established. The committee will regularly monitor port operations and follow up on issues affecting its performance.
Berbera Port plays an important role in Somaliland’s trade and economic activity. It also serves as a regional gateway for businesses and traders seeking access to international markets.
Borama Livestock Exhibition Highlights Economic Opportunities
Livestock Development and Rural Affairs Minister Dr. Omar Shucayb Mohamed presented findings from the Livestock Trade and Production Exhibition held in Borama on October 28–29, 2026.
The minister said more than 300 people attended the event. It brought together participants to discuss the future of livestock trade and the sector’s contribution to Somaliland’s economy.
According to the minister, the exhibition highlighted the importance of livestock as a major pillar of the national economy.
He also said the discussions identified opportunities that require national planning, investment and stronger cooperation among stakeholders.
The government believes that better coordination and investment could help Somaliland make greater economic use of its livestock resources.
Government Studies Slaughterhouse Hygiene Standards
The livestock minister also informed the Cabinet that his ministry was conducting a scientific study of slaughterhouses across Somaliland.
The study aims to assess hygiene conditions and determine whether slaughterhouses meet appropriate standards for processing meat.
It will also examine issues related to meat safety, public health and community welfare.
The minister said he would present the study’s findings to the Cabinet once the assessment was complete.
The initiative forms part of wider efforts to improve meat safety and strengthen standards in the livestock sector.
Cabinet Continues Review of Custodial Corps Bill
The Council of Ministers continued its detailed discussion of the draft Somaliland Custodial Corps Law.
The proposed legislation seeks to establish a clear legal framework for the administration and organisation of the Custodial Corps.
It covers the force’s structure, powers, duties and responsibilities. It also addresses the rights of its members, promotion procedures and disciplinary measures.
The law is intended to clarify the responsibilities of the Custodial Corps and provide rules governing its personnel and institutional operations.
The Cabinet continued reviewing the draft, although the government statement did not announce its final approval.
Focus on Security, Trade and Institutional Reform
The 80th Cabinet meeting covered several areas of government policy, from national security to economic development and institutional reform.
Discussions on Berbera Port focused on improving trade services and addressing operational challenges. Meanwhile, the livestock exhibition highlighted opportunities for investment and stronger market development.
The proposed Custodial Corps legislation also reflects the government’s work on the legal framework governing national institutions.
The meeting brought together these issues as part of the administration’s ongoing review of security, public services and economic priorities.
