
HARGEISA, Somaliland (HornPost) The director general of Ministry of Finance and Economic Development of the Republic of Somaliland, Mohamed Hassan Saleban, chaired a quarterly meeting Sunday to review the implementation and performance of development projects funded by the World Bank across Somaliland.
The meeting brought together director generals and project coordinators from Somaliland government ministries and agencies implementing World Bank-supported development programs.
Organized by the Ministry of Finance through its Portfolio Center of Excellence (PCE), the meeting focused on accelerating project implementation, assessing performance, addressing challenges and strengthening coordination among government institutions.
Officials reviewed the progress and results of World Bank-funded projects, including their impact on communities and Somaliland’s broader development priorities.
Discussions also examined challenges related to project implementation, administration, coordination and the delivery of planned results.
DG Mohamed Hassan Saleban emphasized the importance of ensuring that development projects remain aligned with their original objectives and plans, while ensuring that financial resources and development assistance received by Somaliland are managed efficiently, transparently and effectively for the benefit of communities.
The director general said the Ministry of Finance is prepared to work closely with government ministries, agencies and project coordination offices to address implementation challenges and ensure projects remain on schedule and achieve their expected outcomes.
World Bank Project Coordination
Mohamed Abdi, head of the Portfolio Center of Excellence, presented an update on the office’s activities and progress in coordinating, monitoring and improving World Bank-supported projects in Somaliland.
He highlighted ongoing cooperation between the PCE and the World Bank, including regular communication and discussions with World Bank management to help Somaliland secure development assistance and financing allocated to its development priorities.
Officials said the coordination efforts are also aimed at ensuring that available resources are directed effectively toward priority projects and programs benefiting Somaliland communities.
The meeting also highlighted an increase in the utilization of funds allocated for project implementation, while project directors and coordinators presented updates on the status of individual programs, achievements, challenges and plans for accelerating implementation.
Participants welcomed efforts to strengthen coordination and cooperation among government institutions, saying quarterly meetings provide an important platform for information sharing, accountability, problem-solving and monitoring project performance.
Officials also stressed the importance of strengthening cooperation among the Somaliland Ministry of Finance, implementing ministries, the Portfolio Center of Excellence and the World Bank to accelerate development projects and increase their impact on communities.
The meeting concluded with an agreement to further strengthen coordination, monitoring and cooperation among the institutions involved in World Bank-funded projects.
The Ministry of Finance said the objective is to ensure that development assistance received by Somaliland is translated into efficient, sustainable and measurable results that contribute to the country’s economic and social development.
