U.S. Sen. Ted Cruz has urged Secretary of State Marco Rubio to establish a separate travel advisory for Somaliland, arguing the region’s security and democratic governance differ significantly from the rest of Somalia.
WASHINGTON — (Horn Post) U.S. Senator Ted Cruz has called on Secretary of State Marco Rubio to establish a separate, region-specific U.S. travel advisory for Somaliland, arguing that the self-governing territory’s security conditions and democratic governance differ significantly from those in the rest of Somalia.
In a letter dated July 28, 2026, Cruz urged the State Department to conduct a Diplomatic Security tiered assessment of Somalia and create an independent travel advisory for Somaliland rather than continuing to apply the nationwide Level 4: “Do Not Travel” advisory uniformly.
According to the Texas Republican senator, the current U.S. travel advisory does not accurately reflect conditions in Somaliland, which he described as a stable, self-governing democracy that has maintained peaceful elections and democratic transfers of power for nearly three decades.
“That assessment does not reflect the reality on the ground in Somaliland,” Cruz wrote.
The senator argued that Somaliland has become a reliable security and diplomatic partner for the United States in the Horn of Africa and that treating it the same as the rest of Somalia sends the wrong message to America’s regional allies.
Cruz also said the existing policy discourages American investment, complicates official U.S. government travel, and hampers diplomatic engagement in Somaliland.
U.S. Senator Ted Cruz noted that U.S. government personnel traveling exclusively within Somaliland are still required to comply with security procedures coordinated through Mogadishu, which he described as an unnecessary burden on resources.
The senator pointed to the State Department’s country-specific approach to travel advisories in nations such as Mexico, where security assessments vary by state, arguing that a similar regional assessment should be applied to Somaliland.
“The current advisory is inaccurate and counterproductive to U.S. national security interests,” Cruz wrote, adding that Americans deserve travel guidance based on actual conditions rather than a one-size-fits-all policy.
Cruz urged the State Department to promptly complete a new Diplomatic Security assessment and establish a separate travel advisory for Somaliland, saying the move would provide more accurate guidance for American travelers while strengthening engagement with what he described as one of Washington’s most dependable partners in the Horn of Africa.
The letter was addressed to Secretary of State Marco Rubio and concludes with Cruz offering his support for efforts to advance the proposed policy changes.
