BOSASO, Puntland (Horn Post) The Puntland Government and the Bosaso business community have reached a landmark agreement to resolve a dispute over service charges at Bosaso Port, ending weeks of uncertainty that had affected trade and commercial activity in one of northeastern Somalia’s busiest maritime gateways.
The agreement was reached following negotiations between a government-appointed ministerial committee and representatives of Bosaso’s business community. Under the deal, the port service fee has been set at US$5 per metric ton, replacing the previously proposed US$8 per ton charge.
As part of the compromise, Bosaso Port management agreed to withdraw the earlier US$8 tariff, while traders accepted the new US$5 per ton rate. Before the dispute, the port’s service fee stood at US$1.50 per metric ton.
Officials described the agreement as a balanced solution aimed at protecting both commercial interests and the financial sustainability of Bosaso Port, a critical trade hub serving Puntland and neighboring regions.
Bosaso Port Remains Among the Region’s Lowest-Cost Ports
Authorities said the revised tariff keeps Bosaso Port highly competitive compared with other major ports in Somalia. According to officials, the Port of Berbera charges approximately US$17 per metric ton for comparable services, while Mogadishu Port charges around US$21 per metric ton.
The comparison places Bosaso Port among the most affordable commercial ports in the region, a factor expected to strengthen its competitiveness, attract more cargo traffic, and support regional trade.
Trade Activity Resumes Following Agreement
Officials reported an immediate recovery in port operations after the deal was finalized. They said 12 cargo vessels had already submitted documentation to unload goods at Bosaso Port, signaling renewed confidence among importers, exporters, and shipping companies.
The return of vessel traffic is expected to ease supply chain disruptions and restore the steady flow of imported goods into Puntland after the fee dispute temporarily slowed port activity.

Bosaso Port is one of Puntland’s most important economic assets and serves as a strategic gateway for imports and exports across northeastern Somalia. The resolution of the tariff dispute is expected to improve the business climate, stabilize commercial operations, and reinforce the port’s role in regional maritime trade.
Government officials and business representatives welcomed the agreement, describing it as the result of constructive dialogue and cooperation. They expressed optimism that the consensus would promote economic growth, ensure uninterrupted port operations, and strengthen confidence among traders and investors.
