Somaliland Cabinet Reviews National Security Livestock Reforms and Government Delivery Priorities

HARGEISA, Somaliland (Horn post) — Somaliland’s Council of Ministers convened its 67th Cabinet meeting on Tuesday at the Presidential Palace, chaired by President Abdirahman Mohamed Abdullahi Irro and attended by Vice President Mohamed Ali Aw Abdi.

The meeting focused on national security, proposed livestock sector reforms, government performance, and strengthening coordination between the administration and the ruling WADDANI Party, according to a statement from the Presidency.

National Security Remains Stable

Minister of Interior and National Security Abdalle Mohamed Arab briefed the Cabinet on the country’s security situation, stating that Somaliland remains peaceful and stable, with no reports of security threats or public unrest.

The minister also informed the Cabinet that the Interior Ministry, in coordination with relevant government institutions, is conducting a nationwide verification exercise covering all foreign nationals residing in Somaliland. The review includes legally registered residents, undocumented migrants, and individuals granted refugee or humanitarian status, with authorities saying the process is being carried out in accordance with Somaliland’s laws and relevant international agreements.

 

Cabinet Reviews Livestock Quarantine Law and Fodder Policy

Deputy Minister of Livestock and Rural Development Ali Ahmed Abdi (Ali Cantar) and Attorney General Ali Bashe Mohamed presented draft legislation on a National Quarantine Law alongside a National Livestock Fodder Policy.

Officials said the proposed measures are designed to strengthen animal health services, improve livestock export standards, secure sustainable animal feed supplies—particularly during drought periods—and reinforce Somaliland’s livestock-based economy, which remains the country’s largest economic sector.

Cabinet members were encouraged to study the draft documents in preparation for formal approval during future sessions.

 

Presidential Delivery Unit Highlights Performance Monitoring

Minister of the Presidency Khadar Hussein Abdi updated ministers on the activities of the Presidential Delivery Unit (PDU), outlining its role in accelerating implementation of the government’s priority agenda.

According to the briefing, the unit oversees progress in key sectors including national security, economic development, foreign affairs, governance, and social services, while monitoring the implementation of presidential commitments and improving institutional performance across government.

 

Government Launches “Talk to Your Party” Initiative

The Cabinet also received details of a new initiative titled “Talk to Your Party,” aimed at strengthening cooperation between the government and the ruling WADDANI Party.

Officials said the program is intended to improve communication between Cabinet ministers and the ruling party, enhance public engagement, strengthen accountability, and ensure closer alignment between government policies and the party’s political agenda.

 

President Calls for Faster Government Coordination

Concluding the meeting, President Irro instructed Cabinet ministers to intensify the work of ministerial subcommittees to improve inter-agency coordination and accelerate implementation of national priorities.

 President Irro also directed the subcommittees to submit regular progress reports to improve oversight and ensure timely execution of government decisions.
