Mogadishu, Somalia | February 19, 2026 (Horn Post) The Cabinet of the Federal Government of Somalia has approved several major international conventions related to oil pollution compensation, maritime safety, and the prevention of sea collisions, according to a statement released by the Prime Minister’s Office.
The decisions were made during the Cabinet’s regular weekly meeting held on Thursday in Mogadishu, which focused on the country’s overall situation, with particular emphasis on national security and the severe drought affecting large parts of the population.
The Cabinet underscored the importance of strengthening coordination for humanitarian assistance and accelerating national plans aimed at addressing the impacts of climate change and prolonged drought conditions.
The meeting was chaired by Prime Minister Hamza Abdi Barre, who led discussions on governance, environmental challenges, and sectoral reforms.
During the session, the Cabinet approved a proposal submitted by the Ministry of Interior, Federal Affairs and Reconciliation concerning the leadership of the Somali Refugees and Internally Displaced Persons Agency. Liban Abdi Egal was officially appointed as the new head of the agency.
Ministers also received briefings from the Ministry of Environment and Climate Change and the Ministry of Transport and Civil Aviation. The reports addressed the environmental impact of dust storms across the country, the operational status of domestic airlines, and aviation safety measures. The Cabinet noted that several aircraft had been suspended from operation for failing to meet required safety standards.
A technical committee was established to assess and investigate the quality of aircraft and aviation services operating within Somalia. The committee is expected to submit a formal report to the Cabinet outlining findings and recommendations.
As part of efforts to strengthen international cooperation and maritime protection, the Cabinet approved the following international conventions:
The International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage (1992).
The International Convention on Oil Pollution Preparedness, Response and Co-operation (1990).
The International Regulations for Preventing Collisions at Sea (1972).
In addition, the Cabinet endorsed Somalia’s National Policy on International Cooperation, which is intended to guide the country’s diplomatic and development partnerships in line with national priorities and strategic interests.
