
Hargeisa (Horn post) Somaliland’s Ministry of Finance has launched a new capacity-building program aimed at strengthening internal audit systems and improving financial accountability across government institutions.
Finance Minister Abdillahi Hassan Aden inaugurated the 15-day training for 50 officials from the Ministry’s Internal Audit Department, describing it as a key step toward enhancing institutional performance, productivity, and compliance with national financial regulations.
The program, now in its second phase, is being implemented in partnership with the World Bank, alongside local firm Merit Advisory Services LLP and global advisory network Crowe International.
According to the minister, the training is designed to ensure that financial procedures—particularly revenue management—are aligned with Somaliland’s legal framework, ministerial policies, and principles of transparency, accountability, and good governance.
He noted that the initiative forms part of broader, ongoing reforms to modernize public financial management and improve service delivery within the ministry.
Participants will receive specialized training focused on strengthening professional skills, standardizing the interpretation and application of revenue procedures, and enhancing internal oversight mechanisms to boost confidence and accountability within the system.
The Internal Audit Department plays a critical role in ensuring regulatory compliance and safeguarding the integrity of government revenue systems, officials said.
Minister Abdillahi urged participants to actively engage with the training and apply the knowledge gained in their daily work, emphasizing the importance of building a transparent, accountable, and efficient financial system that reflects national responsibility.
