
HARGEISA, Somaliland (Horn Post) – Chairman of the Somaliland Civil Service Commission, Abdiasis Hirsi Warsame, on Thursday held a high-level meeting with Human Resources (HR) directors from government ministries and public institutions aimed at strengthening inter-agency cooperation, improving workforce management, and enhancing public sector efficiency.
The meeting was attended by Deputy Chairman Hassan Hussein Abdi “Haydar,” Director General Saed Muse Khosh “Roble,” and senior commission officials who work directly with HR departments across government institutions.
Discussions focused on modernizing civil service administration, improving employee performance and service delivery, strengthening accountability mechanisms, and ensuring the effective implementation of policies, regulations, and procedures governing Somaliland’s public workforce.
Addressing the gathering, Chairman Warsame emphasized the critical leadership role of HR directors in managing and developing the civil service. He urged officials to intensify efforts to improve workforce quality, increase productivity, and ensure that government institutions operate in full compliance with civil service laws and regulations.
HR directors also presented reports on staffing conditions within their respective institutions, highlighting key achievements, ongoing challenges, and recommendations to further strengthen collaboration between the Civil Service Commission and government agencies.
The meeting forms part of the commission’s broader efforts to modernize Somaliland’s public administration system, enhance institutional coordination, and improve the quality of services delivered to citizens across the country.
Officials said strengthening human resource management remains a key pillar of ongoing civil service reforms designed to build a more effective, accountable, and professional public sector in Somaliland.
