Hargeisa (Horn post) President of the Republic of Somaliland, Dr. Abdirahman Mohamed Abdillahi (Cirro), has today formally signed a presidential decree bringing into force the National Budget for the 2026 fiscal year.
According to an official statement from the Presidency, the decree was issued on December 29, 2025, in line with the President’s constitutional mandate, following the approval of the budget by the House of Representatives and a resolution passed by the Council of Ministers.
The presidential order provides the legal framework for the full implementation of the 2026 National Budget and makes it binding on all government institutions. Under the decree, all ministries, independent national agencies, and local governments are required to execute the budget in a transparent, accountable, and responsible manner, in strict compliance with national priorities, existing laws, and relevant financial regulations.
The statement emphasized that the enforcement of the budget aims to strengthen fiscal discipline, improve public financial management, and ensure that public resources are utilized efficiently in support of Somaliland’s development agenda and national interests.
The decree stipulates that the 2026 National Budget takes immediate effect as of the date of the President’s signature, December 29, 2025.
The move marks a key step in Somaliland’s annual fiscal cycle, providing government institutions with the legal authority to commence budgetary operations for the upcoming year while reinforcing principles of accountability and good governance.
