DJIBOUTI, (Horn post) — Djibouti’s Minister of Foreign Affairs and International Cooperation, Abdoulkader Houssein Omar, on Saturday addressed an official mission from the French Institute of Higher National Defense Studies (IHEDN) during the opening conference of its National Session, held in Djibouti.
The meeting, hosted at the Kempinski Hotel, brought together senior civilian and military officials from Djibouti and France, underscoring what officials described as the strength and durability of the strategic partnership between the two countries.
In his address, Minister Abdoulkader outlined the key orientations of Djibouti’s foreign policy, describing them as a continuation of the long-term diplomatic vision of President Ismaïl Omar Guelleh, whom he referred to as “the architect of Djiboutian diplomacy.”
The foreign minister emphasized Djibouti’s role as a pillar of regional stability and dialogue, particularly in a region that is critical to international trade routes and maritime security.
“Djibouti is committed to a diplomacy of peace, balance, and cooperation—one that remains attentive to security realities while being firmly oriented toward development,” the minister stated.
High-Level French Participation:
The conference was attended by several senior French officials, including French Ambassador to Djibouti Jérôme Bresson, IHEDN Director General Hervé de Courrèges, and General Sébastien Valette, Commander of the French Forces stationed in Djibouti (FFDj).
Horn of Africa at the Center of Strategic Studies:
IHEDN officials noted that the institute’s auditors regularly undertake study missions abroad to enhance their understanding of contemporary geopolitical and strategic challenges, particularly in regions of high global importance.
The Horn of Africa, where Djibouti is strategically located, remains a focal point for such missions due to its position at the crossroads of Africa, the Middle East, and major international maritime routes.
