HARGEISA, Somaliland (Hornpost) — The Somaliland Cabinet has approved the government’s proposed 2025 national budget, following a meeting chaired by President Abdirahman Mohamed Abdilahi Irro and attended by Vice President Mohamed Ali Aw Abdi.
The sixth session of the Somaliland Council of Ministers was held Thursday at the Presidential Palace in Hargeisa. According to the government, the meeting focused exclusively on the presentation, discussion and approval of the proposed national budget for 2025.
The Minister of Finance and Economic Development presented the Cabinet with an overview of the proposed budget and explained its main components.
The 2025 budget is divided into four major sections:
- Central Government Budget
- Budget for Independent Government Institutions
- Local Government Budgets
- Budgets for Projects Funded or Implemented through International Assistance
President Irro Calls for Higher Domestic Revenue
During the meeting, President Irro emphasized the importance of strengthening Somaliland’s domestic revenue collection and supporting the Ministry of Finance and Economic Development in its efforts to increase government income.
The president called on individuals and businesses generating income to meet their tax obligations and ensure that revenues owed to the government are paid directly to the Ministry of Finance.
The emphasis on domestic revenue comes as Somaliland seeks to strengthen its public finances and increase the resources available for government services and development programs.
Cabinet Unanimously Approves 2025 Budget
Following an extended discussion and analysis of the proposed budget, President Irro asked the Council of Ministers to vote on the 2025 budget estimate.
All 43 members of the Council of Ministers present for the vote supported the proposal, with no objections recorded, according to the government statement.
The approval marks the next stage in Somaliland’s annual budget process.
Budget to Be Submitted to Parliament
Following Cabinet approval, the 2025 national budget estimate will be submitted to the Somaliland House of Representatives for consideration in accordance with the country’s legal and constitutional procedures.
The parliamentary process is expected to provide the legislature with an opportunity to review the government’s proposed spending and revenue plans before the budget can proceed through the required approval process.
The national budget is a key instrument for determining the government’s priorities, including public administration, local government financing, development projects and the delivery of public services.
