Hargeisa (Horn Post) – The Director General of the Ministry of Finance and Economic Development of the Republic of Somaliland, Mohamed Hassan Saleban, on Sunday officially opened a technical workshop focused on reviewing the Public Financial Management (PFM) and Taxation Curriculum.
The workshop was held at the headquarters of the Institute of Certified Public Accountants of Somaliland (ICPAS) and brought together directors and senior officials from various departments within the Ministry of Finance and Economic Development of Somaliland.
According to organizers, the primary objective of the session is to strengthen continuous professional development and skills-building for government officials working in public finance and revenue administration, with the aim of improving service delivery, institutional efficiency, and financial governance.
Speaking at the opening ceremony, Director General Mohamed Hassan Saleban reaffirmed the Ministry’s commitment to enhancing the knowledge base and professional capacity of its financial staff. He emphasized that the Ministry is determined to further develop and institutionalize the curriculum as a key pillar of sustainable public financial management reform.
The curriculum, which was developed by local experts affiliated with ICPAS, forms the foundation of a broader plan to establish a specialized training faculty dedicated to professional development for officials working in taxation, customs, budgeting, internal auditors, the Office of Auditor General, public financial management, and government procurement.
Officials noted that the initiative reflects the Ministry’s broader strategy to prioritize human capital development within the public finance sector. Over recent years, the Ministry has placed increased emphasis on strengthening staff capacity and technical expertise as part of ongoing financial sector reforms.
The curriculum was prepared through a collaborative effort between the Ministry and ICPAS, with technical and institutional support from the African Development Bank. Authorities described the program as the first formal, ministry-led curriculum of its kind aimed at standardizing and strengthening professional training across Somaliland’s public financial management system.
The initiative is expected to contribute to improved transparency, accountability, and efficiency in the management of public resources.
