HARGEISA, Somaliland (Horn Post) — The Chairman of the Supreme Court of Somaliland and Chairman of the Judicial Commission, Adam Haji Ali Ahmed, has issued a new directive ordering the implementation of resolutions adopted during the National Conference of Somaliland Judicial Institutions, following a landmark gathering aimed at strengthening judicial independence, accountability, and institutional coordination.
The directive, signed on July 4, 2026, outlines measures to enforce the conference’s recommendations after the two-day judicial summit held in Hargeisa on June 28–29, 2026.
The conference was officially inaugurated by President Abdirahman Mohamed Abdillahi (Irro) and brought together senior judges, prosecutors, judicial administrators and legal institutions from across Somaliland.
The Supreme Court said the directive is intended to ensure the conference’s resolutions are translated into practical reforms across the country’s justice system.
Judicial Conference Decisions to Be Implemented
According to the directive, the judiciary based its decisions on constitutional provisions and the Somaliland Judiciary Organization Law, emphasizing the judiciary’s constitutional responsibility to administer justice independently and improve judicial governance.
The order requires courts and judicial institutions nationwide to begin implementing the conference resolutions, which received overwhelming support from participants, with 97% approval recorded during the conference.
Among the key objectives are:
Strengthening coordination among courts and judicial institutions.
Improving the efficiency and consistency of judicial administration.
Enhancing accountability within Somaliland’s justice sector.
Ensuring conference resolutions are implemented uniformly across the country.
Reinforcing judicial independence in accordance with the Constitution.
Legal Basis
The directive cites several constitutional and statutory provisions, including:
Article 37(2) of the Somaliland Constitution, which establishes the separation of powers between the executive, legislative and judiciary.
Articles 56, 57 and 58 of the Judiciary Organization Law No. 24/2003, which define the authority and responsibilities of the Chief Justice and the National Judicial Conference.
Articles 97, 99 and 107 of the Constitution outline the responsibilities of the judiciary, judicial administration and the Judicial Commission.
Nationwide Implementation
The implementation order has been circulated to appellate courts, regional and district courts, judicial inspection offices, the Attorney General’s Office, police institutions, ministries, legal departments and other justice-sector bodies.
The Supreme Court instructed all judicial institutions to ensure the conference resolutions are fully enforced as part of broader efforts to modernize Somaliland’s justice system and strengthen public confidence in the rule of law.
