Somaliland Launches HDP Nexus Roadmap to Strengthen Humanitarian Aid, Development and Peacebuilding Efforts.

HARGEISA, Somaliland (Horn post) Ministry of National Planning and Development of the Republic of Somaliland on Tuesday launched a two-day workshop in Hargeisa aimed at developing a Humanitarian-Development-Peace (HDP) Nexus Roadmap, bringing together government institutions, United Nations agencies, donors and non-governmental organizations.

 

The initiative seeks to establish a coordinated framework that aligns humanitarian assistance, development programs and peacebuilding efforts to address Somaliland’s long-term challenges and enhance community resilience.

 

Speaking at the opening session, Minister of National Planning and Development Kaltun Sheikh Hassan Abdi emphasized that sustainable development cannot be achieved without peace, security and broad-based cooperation among stakeholders.

 

“We have learned that no single project can address every challenge. Development efforts must incorporate peacebuilding and long-term planning to ensure lasting impact on our communities,” the minister said.

 

Minister noted that many interventions have traditionally focused on responding to crises after they occur rather than investing in preventive measures that strengthen stability, resilience and sustainable development.

 

The workshop aims to build consensus and secure political support for the HDP Nexus framework while defining implementation mechanisms, institutional responsibilities, timelines and governance structures necessary for its execution.

 

During the two-day event, participants will assess existing coordination systems, identify obstacles to effective collaboration and explore technical requirements and best practices for strengthening cooperation among government agencies, international partners and civil society organizations.

 

Director General of the Ministry of National Planning and Development Mohamed Said highlighted the need for a unified approach to challenges facing Somaliland, including recurrent droughts and localized conflicts.

 

“Somaliland has faced a range of challenges in recent months, including drought and conflict-related issues in some areas. It is essential that humanitarian and development efforts are better coordinated to achieve lasting results,” he said.

 

The Somaliland government has identified the HDP Nexus approach as a key strategy for delivering durable solutions, promoting social resilience, advancing national development and supporting long-term peace and stability across the country.
