WASHINGTON (Horn post) A newly released U.S. congressional report has outlined potential areas for expanded American engagement with Somaliland, citing security cooperation, diplomatic engagement, and trade and investment opportunities in the strategically important Horn of Africa region.
The report, submitted under Section 7019(e) of the National Security, Department of State, and Related Programs Appropriations Act, 2026, states that the United States continues to recognize the sovereignty and territorial integrity of the Federal Republic of Somalia, including Somaliland, while maintaining what it described as a “positive, constructive relationship” with Somaliland authorities.
Security Cooperation
According to the report, the Horn of Africa remains a complex security environment marked by extremist threats and regional tensions. The document identifies Somaliland as a strategically located partner near Yemen and the Bab al-Mandab Strait, an important global maritime corridor linking the Red Sea and the Indian Ocean.
U.S. officials noted Somaliland’s geographic position could support efforts to monitor and counter violent extremist networks, including alleged links between the Houthi movement and al-Shabaab, which the report describes as al-Qaida’s largest and wealthiest affiliate.
The report added that United States Africa Command (AFRICOM) maintains regular engagements with Somaliland authorities and is exploring areas for potential future cooperation.
Diplomatic Engagement
The report states that the U.S. Embassy Mogadishu regularly conducts visits to Somaliland to discuss issues including security cooperation, humanitarian assistance, and economic matters.
However, U.S. government travel to Somaliland remains subject to the same security protocols applied across Somalia, including the use of non-commercial aircraft and intensive security measures. Embassy officials reportedly coordinate closely with AFRICOM when utilizing U.S. military resources for such visits.
Trade and Investment Potential
The report also highlights Somaliland’s efforts to attract American investment, particularly in minerals, infrastructure, trade, and economic development.
Officials noted that the continued expansion of the Port of Berbera and Berbera Airport could strengthen Somaliland’s role as a regional trade and transportation hub serving both Somaliland and landlocked Ethiopia.
The document states that these developments may create opportunities for increased U.S. investment, exports, and commercial partnerships. However, it also cautions that regional security concerns and the unresolved political status of Somaliland continue to pose challenges for banking, trade, and foreign investment.
Strategic Importance in the Horn of Africa
The report reflects growing U.S. interest in the geopolitical importance of the Horn of Africa amid ongoing Red Sea security concerns and shifting regional alliances. Somaliland’s location along key international shipping routes has increasingly drawn attention from global powers seeking stability and maritime security cooperation in the region.
