President Abdirahman Irro “Somaliland’s Relations with the UAE and Ethiopia Are Strategic and Yielding Diplomatic Gains”

Hargeisa (hornpost.com/) The 38th session of the Council of Ministers of the Republic of Somaliland, chaired by the President H.E. Abdirahman Mohamed Abdilahi (Cirro), was held today at the Presidential Palace in Hargeisa.

The agenda of today’s meeting included the following key points:

  1. President’s Report on Official Working Visits to the United Arab Emirates and Ethiopia

The President briefed the Council on his recent official working visits to the United Arab Emirates and the Federal Democratic Republic of Ethiopia.

He outlined the objectives, outcomes, and diplomatic achievements of these visits, describing them as strategic missions that strengthened Somaliland’s relations with the two countries and enhanced cooperation in areas of economy, investment, security, and regional politics.

The President emphasized the government’s continued efforts to build relationships with neighboring countries based on mutual interest, respect, and sustainable partnership — with the aim of elevating Somaliland’s regional and international standing.

For his part, the Minister of Foreign Affairs and International Cooperation, Hon. Abdilahi Daahir Aadan, briefed the Council on the President’s visit to Ethiopia, noting that it was highly successful and resulted in important mutual understandings that deepened bilateral relations.

The Minister added that high-level meetings were held with senior Ethiopian government officials, ministers, and security agency leaders.

  1. Report on Economic, Financial, and Revenue Affairs

The Minister of Finance and Economic Development, Hon. Abdilahi Hassan Aadan, presented a general report on the collection and management of national revenues, which he said was proceeding according to plan and contributing significantly to the country’s economic growth.

He stated that the overall financial situation remains stable, with noticeable increases in domestic revenue and continued macroeconomic stability.

The Minister further informed the Council that his ministry has launched a comprehensive program to modernize customs operations across the country to bring them in line with international and regional standards.

He also noted that preparations for the 2026 National Budget are progressing smoothly, as all central and local government institutions have submitted their respective budget proposals and plans.

  1. Report on the National Drought Situation

The Minister of Religion and Endowments, Hon. Sheikh Abdullahi-Bashe Daahir Jaamac, who is also a member of the National Drought Response Committee, briefed the Council on the ongoing humanitarian response.

He stated that while rainfall has reached many parts of the country, water shortages persist in the eastern regions.

The Minister added that relief efforts are proceeding well, especially the distribution of food aid to the most affected areas and the rehabilitation of water wells.

  1. Report from the Ministry of Health Development

The Minister of Health Development, Hon. Dr. Hussein Bashir Hirsi, updated the Council on the national health situation and the ministry’s efforts to combat communicable diseases, particularly malaria.

He informed the Council that the ministry has adopted national plans to strengthen and improve healthcare delivery.

Recently, the ministry supplied advanced medical equipment (Mechanical Ventilation / Life Support) to Hargeisa and Burao General Hospitals to enhance intensive care services — part of a broader plan to upgrade national healthcare infrastructure.

  1. Report on Preparations for the National Justice Conference

The Minister of Justice, Hon. Yonis Ahmed Yonis, briefed the Council on the ongoing preparations for the upcoming National Justice Conference.

He underscored that ensuring access to fair justice is a cornerstone of good governance and lasting peace.

The Minister stated that the government is committed to strengthening the justice system to ensure equal access to justice for all citizens.

He added that the upcoming National Justice Conference aims to accelerate judicial reform and institutional coordination within the justice sector, providing a national platform to assess challenges and explore opportunities to enhance the independence and effectiveness of Somaliland’s judicial institutions.

  1. Report on the Somaliland Technology Fair and the 7th ICT Conference

The Minister of Communications and Technology, Hon. Jamal Mohamed Jama, briefed the Council on the ongoing preparations for the Somaliland Technology Exhibition and the 7th ICT Conference, which are taking place in Hargeisa.

He explained that the events bring together government agencies, universities, private telecom companies, international ICT firms, and innovators to discuss the role of technology in improving public services, driving economic growth, and advancing the digital transformation of government.

The Minister added that his ministry is developing national ICT policies and strategies to promote digital connectivity and ensure Somaliland’s full integration into the modern digital economy.

  1. Report on World Food Day Celebrations in Erigavo

The Minister of Agricultural Development, Hon. Mahamoud Igge Yusuf, reported that the World Food Day celebrations were successfully held in the city of Erigavo, which enjoys peace and stability.

He said the event concluded with positive outcomes that strengthen collaboration between farmers, civil society, and government institutions to enhance food production and national food security.

The Minister also confirmed that his ministry has completed the necessary policy and legal frameworks guiding its operations, which will now be submitted to the Council of Ministers through the Attorney General’s Office.
