
Washington, D.C. (Horn post) A group of U.S. lawmakers, led by John Rose, has introduced new legislation aimed at expanding economic opportunities and financial access for Somaliland.
The proposed bill, titled the Somaliland Financial Access and Opportunities Act, seeks to remove longstanding barriers that have limited Somaliland’s ability to engage with global financial systems and attract international investment.
If passed by the United States Congress, the legislation would facilitate Somaliland’s integration into key international banking and financial networks. Lawmakers argue that the move would unlock access to global capital markets, strengthen financial partnerships, and boost investor confidence in the region.
A central provision of the bill includes enabling Somaliland to access the SWIFT system, a critical infrastructure used by more than 11,000 financial institutions worldwide to securely process cross-border payments. Access to SWIFT is widely regarded as essential for participation in the international financial system.
Experts say inclusion in SWIFT could significantly ease money transfers, enhance remittance flows, and open new channels for foreign direct investment into Somaliland—an economy that has long faced structural limitations due to lack of formal international recognition.
The legislation also aims to reduce restrictions faced by Somaliland in dealing with international banks, paving the way for stronger financial ties with global institutions and improving access to development financing.
For Somaliland, the bill represents a potentially transformative opportunity. If enacted, it could mark one of the most significant economic policy shifts in its relationship with the United States, reinforcing growing engagement between the two sides.
