Hargeisa, Somaliland (Hornpost) — The Government of Somaliland on Thursday officially launched the General Receipt (GR) Integration Program, a strategic initiative aimed at unifying revenue collection receipts across independent public institutions and reviewing the General Receipt system used by the central government.
The program is designed to establish a unified, transparent, and modernized framework for government revenue management, aligned with international best practices in public financial administration.
The launch ceremony was chaired by the Minister of Finance and Economic Development, Abdillahi Hassan Aden, and attended by senior government officials, including the Deputy Auditor General, the Director General of the Ministry of Finance, the Accountant General of the Government, the Chairman of the Civil Service Commission, the Director of the National Archives, the Deputy Director of the National Printing Press, and other officials from institutions directly involved in the implementation of the program.
The primary objective of the GR Integration Program is to standardize the types of receipts and revenue-collection documents used by independent agencies, while also reviewing and strengthening the General Receipt system applied by the central government. The initiative seeks to enhance accountability, transparency, and financial oversight within public institutions.
In addition, the program is expected to reduce administrative errors, prevent financial malpractice, and increase public trust in the government’s financial management system.
Speaking at the event, Minister Abdillahi Hassan Aden emphasized the importance of all government institutions operating under a single, unified financial system to ensure that state revenues are accurately recorded and managed in accordance with national laws and regulations. He described the program as a critical component of broader public financial management reforms and ongoing efforts to modernize Somaliland’s revenue systems.
Other officials who addressed the gathering welcomed the initiative and expressed their commitment to supporting its effective implementation and enforcement.
They highlighted the need for strong inter-agency cooperation to achieve full accountability and improve institutional performance across government bodies.
The launch of the General Receipt (GR) Integration Program is widely viewed as a significant step forward in strengthening Somaliland’s public financial management framework, promoting transparency, accountability, and long-term financial credibility.
